Salem
— Officers responded to the 1100 block of Prospect Street at 12:51 a.m. Thursday to assist Perry Township officers with a reported domestic in progress. Officers were advised that a person had been attempting to flee in a vehicle and struck a tree. When officers arrived, they found Perry Township officers attempting to stop the person, and officers attempted to assist with the stop. The vehicle turned north on Sharp Avenue from Prospect Street then east on West Wilson Street, then turned southbound onto Norfolk Southern property alongside the railroad tracks on West Wilson Street. The driver then exited the vehicle and fled on foot. Officers were able to apprehend the man where he was placed into custody by Perry Township officers.
— Officers on patrol in the 800 block of East Third Street at 12:06 a.m. Thursday were advised of a vehicle operating recklessly at high rates of speed in the area of East Third Street and North Ellsworth Avenue. The vehicle was observed at a distance pulling into a driveway on East Third Street and officers spoke with the driver, advising him of the complaint. He was given a warning due to officers not observing the violations.
— Officers spoke with two people at the police department at 7:35 p.m. Wednesday to speak with officers about false accusations being made against them by a neighbor. Officers attempted contact with the neighbor in question but were unsuccessful. Officers advised both people to try and have no further contact with the neighbor if possible.
— Officers responded to the 200 block of East Fourth Street at 7:27 p.m. Wednesday for a report of clothing items left at the rear of the residence. The caller advised that they just appeared and he was unsure who left them. Officers gathered the items and they were returned to the police department.
— Officers responded to the area of East Third Street and Hawley Avenue at 7:07 p.m. Wednesday for a report of a reckless operator. Officers observed the vehicle in question, but it was not operating in a reckless manner. Officers spoke with the driver who admitted to driving a little too fast as he was working on some things on the motorcycle. He apologized and advised he wouldn't do it anymore.
— Officers responded to the 2800 block of East State Street at 6:21 p.m. Wednesday for a report of a solicitor that was reportedly told to leave in the past. When officers arrived, they were advised that the individual had departed prior to their arrival.
— Officers responded to the 1400 block of Maple Street at 6:14 p.m. Wednesday for a report of an assault. Officers spoke with a male juvenile who advised a female juvenile had grabbed him and thrown him to the ground and hurt his arm. The juvenile's guardian wanted to pursue charges against the female. Officers spoke with the female juvenile who advised that she had done so only because the male juvenile was choking her dog and she just wanted to stop him. She also advised that she never threw him to the ground and just grabbed his hair. The matter is under investigation.
— Officers responded to the 2300 block of East State Street at 3:34 p.m. Wednesday for a report of a distraught woman. Officers located the woman in question who was not distraught and was obtaining signatures for Ohio for Reproductive Freedom and was just talking loudly.
— Officers responded to the 600 block of East Pershing Street at 3:05 p.m. Wednesday for a wellness check. The caller advised a woman was sitting on the curb crying. Officers made contact with the woman who advised everything was fine and she was just waiting for her ride to come.
— Officers responded to the 200 block of Elm Avenue at 11:15 a.m. Wednesday for a report of a juvenile operating a dirt bike in the roadway. The caller was concerned after observing the vehicle enter the lot and turn around, due to the fact there were many semis operating in the area. Officers located the juvenile and guardians at a nearby location and advised them of the complaint. The juvenile was advised to be sure to stay in gravel lots and not go on the street.
–Officers responded to the 900 block of Salem Parkway at 9:22 a.m. Wednesday for a report of a suspicious person driving a vehicle wearing a ski mask that stopped and attempted to get a phone number from the caller. The person left the area prior to officers’ arrival.
–Officers responded to the area of Orchard Avenue and Cherry Street at 8:01 a.m. Wednesday for a report of a woman lying on the ground. Officers found the woman was injured from a fall while taking her dogs out and needed medical attention. The fire department and EMT responded, and the woman was transported to the Salem Regional Medical center by EMT.
–Officers on patrol in the 200 block of West Ninth Street at 1:41 a.m. Wednesday observed a suspicious vehicle. A man, Christopher Cain, Bolivar, exited the vehicle and approached officers patrol car. During the interaction Cain was soaked in sweat and displayed signs characteristic of somebody being under the influence of narcotics, and a woman in the vehicle Charlotta Frazee, Mineral City, was found to have an active arrest warrant out of the Canton Police Department for theft and taken into custody. Cain gave consent to search the vehicle during which a glass pipe commonly used to smoke methamphetamines was found in the center console and Can was placed under arrest for possession of drug paraphernalia. A bag with a cut straw with residue and a hypodermic needle were also found beneath Frazee's seat, and she was additionally charged with possession of drug abuse instruments. Both were transported to the Columbiana County Jail, and the Canton police department were advised of Frazee's location if they wanted to send a detainer to have them hold her upon her release from the jail so they could pick her up on her warrant.
–Officers responded to a residence in the 900 block of West Wilson Street at 9:41 p.m. Tuesday for a report of narcotic odor. The caller advised that they could smell it in the adjacent apartment. Officers contacted the neighbors advising them of the complaint but did not smell the odor at any of the neighbors.
–Officers responded to the 800 block of East Third Street at 9:24 p.m. Tuesday for a report of a fight. When officers arrived, the parties were already separated and standing on opposite sides of the road from each other. During the investigation the altercation was found to have been over a parking issue on the roadway. One man claimed to have been threatened and called a vulgar name during the altercation and wanted to pursue charges. The other party advised that they had threatened them first, and all parties involved, including witnesses, provided written statements and once the investigation is completed the case will be forwarded to the prosecutor's office for review for possible charges.
–Officers on patrol in the area of North Ellsworth Avenue and East Fifth Street observed a man on a bicycle without a light at 9:21 p.m. Tuesday. Officers told the person to stop multiple times and the reason why, and while speaking with the man he became argumentative and uncooperative. While not following commands the person fled westbound on East Fourth Street. During the pursuit the officer discharged his taser which was ineffective. Officers recovered a backpack that was thrown by the person.
–Officers responded to the 100 block of Vine Avenue at 6:33 p.m. Tuesday for a report of a disorderly person. The caller advised that a woman came into the facility looking for help and that when she was advised to contact a different office, she became upset and disorderly. Officers were able to contact the woman and advised her not to go back to the facility.
–Officers responded to a residence in the 300 block of West Seventh Street at 5:37 p.m. Tuesday for a report of a possible domestic in progress. The caller claimed that the other party had pushed her and that she had fallen over. The other party claimed she had not pushed the caller, and that the argument had been verbal only. The caller didn't want to fill out a written statement, and both parties were advised to stay away from one another for the remainder of the evening.
–Officers responded to the 100 block of Woodland Avenue at 4:43 p.m. Tuesday for a report of a juvenile problem. The caller, who was the legal guardian of the juvenile advised that her grandson was being unruly, and she wanted the incident to be documented. While officers were on scene the juvenile refused to listen to his grandfather and officers advised the caller of the process to file unruly charges through the court.
–Officers spoke to a man by phone at 12:38 p.m. Tuesday for a report of a person he knew making a threat to harm him over personal party. The caller was advised to contact the department if the person came to his residence.
–Officers responded to a residence in the 700 block of North Ellsworth Avenue at 11:59 a.m. Tuesday for a report of a juvenile problem. The juvenile's mother advised that she was dealing with behavioral issues and while on scene the juvenile made comments of harming herself so medical personnel was requested. The mother requested the juvenile be transported for evaluation and officers assisted medical personnel with escorting the juvenile to the hospital.
–Officers spoke to a person at the police department at 11:16 a.m. Tuesday for a request of assistance disposing of an old firearm. The firearm was secured until it could be properly disposed of.
–Officers responded to the 600 block of East State Street at 8:52 a.m. Tuesday with the fire department for a report of a fire. Officers stood by until no longer needed.
— Officers responded to the 100 block of West Pershing Street at 1:07 p.m. Monday for a wellness check. Officers learned the people they were requested to check on had already departed the area. Another resident advised officers that they were fine.
— Officers responded to the 1500 block of Franklin Avenue at 9:11 a.m. Monday for a wellness check. The caller advised that she hadn't been able to contact her friend. Officers contacted the friend who advised she was okay.
— Officers on patrol in the area of North Ellsworth Avenue and East Seventh Street at 12:49 a.m. Monday observed two female juveniles walking south and stopped them for suspicion of a curfew violation. Officers found the juveniles to be a 14-year-old and 9-year-old and that they were walking to Speedway. They were ultimately taken into custody and transported to the police department where their mother was contacted. The juveniles and mother were advised of the city's curfew ordinance and given a warning for the curfew violation. They were released to their mother.
— Officers on patrol in the 1700 block of South Lincoln Avenue at 11:42 p.m. Sunday observed an open door on a vacant residence and a basement light on. Officers also discovered a broken doorknob and entered the residence, clearing it of any possible intruders. Nobody was located inside, and the door was secured as well as possible.
— Officers responded to the area of Barclay Avenue at 10:25 p.m. Sunday for a report of a barking dog. Officers could not hear a dog barking.
— Officers were flagged down by a man on West School Street near East Fifth Street at 9:58 p.m. Sunday, complaining about a second party that told him to "run his pockets." Due to the man yelling officers were unable to understand him. The second party arrived on the scene and spoke with the man, clearing up the misunderstanding.
— Officers responded to the area of North Lundy Avenue at 9:54 p.m. Sunday for a reported fireworks complaint. Officers were unable to hear or locate anyone using fireworks.
Columbiana
— Officers responded to an alarm drop at 11:46 p.m. at the Wine Connection on state Route 14 where they found the front door shattered and property stolen on May 19.
— A concerned citizen found a pistol in a holster at the corner of Fairfield Avenue and Metz Road and turned it over to police at 1:54 p.m. on May 21. The firearm was checked through NCIC and determined to not be stolen. It is being kept within property guidelines for future return to the owner. If an owner does not come forward, it will be discarded in accordance with department policy.
— The railroad crossing guards were reported stuck in the down position at the South Main Street crossing at 2:26 p.m. on May 21.
— Officers arrested Stacey Noble, no age given, Salem, at 5:41 p.m. on May 21 following a traffic stop at Village Plaza for an active warrant out of Boardman Township.
— A woman came to the station at 2:14 p.m. on May 22 to report troubles with her adult daughter. No criminal activity was reported and the report was documented.
— Officers arrested Peyton Wolfe, 23, Columbiana, charged with driving under suspension and obstructing official business after he allegedly fled from an officer attempting to conduct a traffic stop at Pershing Avenue at 11:22 pm. on May 22.
— Officers assisted children's services with a safety-plan check at 1:17 p.m. on May 23.
— A woman reported at 10:46 p.m. on May 25 that the driver side window of her vehicle broke while parked on East Woodland Avenue.
— A man came to the station at 10:50 a.m. on May 26 to speak with an officer about a domestic situation. Officers spoke with the male and provided some advice.
— A woman reported at 8:01 p.m. on May 26 an alleged theft that occurred at her residence while she was incarcerated.
— A criminal damaging report was taken at 4:01 p.m. about an incident on South Main Street on Saturday.
— A woman reported at 6:08 p.m. on Saturday that her neighbors were blowing grass into the roadway on South Main Street. An officer checked the scene and found no traffic hazard.
— Officers attempted to initiate a traffic stop at 28 West Friend Street with a vehicle that had previously been involved in a pursuit at 11:37 p.m. on Saturday. Another pursuit ensued until terminating for public safety.
— A man came to the station at 4 p.m. to make a complaint of harassment on Sunday.
— Officers cited Christian Plunkett, no age given, East Palestine, charged with driving under suspension following a traffic stop at 5:20 p.m. on Heck Road on Sunday.
— A baggie containing an unknown powdery substance was turned over to the police department for destruction at 2:39 p.m. on Monday.
— Officers cited Joseph Beary, 58, Columbiana, charged with failure to reinstate following a traffic stop at 6:36 p.m. on state Route 14 on Monday.
— Officers cited Sadvia Vines, no age given, Youngstown, charged with driving under suspension following a traffic stop at 6:56 p.m. on Springfield Road on Tuesday.
Goshen Police District
— Owen Hoops, 18, Beloit, was cited for failure to obey traffic control devices after his vehicle failed to stop at the stop signs on both Fifth and Main streets at the corner of Fifth and Main in Beloit at 6 p.m. May 25.
— Valek Menough, 20, Salem, was cited for display of plates after his vehicle on Alliance Salem Road was observed with no visible registration at 7 p.m. May 24.
— Danielle Ryan, 28, Salem, was cited for speeding after her westbound vehicle on West South Range Road was observed traveling in excess of the speed limit at 6:07 a.m. May 22.
— Leeland Koehn, 88, Homeworth, was cited for speeding after his northbound vehicle on South Pricetown Road was observed traveling in excess of the speed limit at 8:56 a.m. May 22.
— Brett Blickensderfer, 21, Homeworth, was cited for speeding after his northbound vehicle on South Pricetown Road was observed traveling in excess of the speed limit at 8:17 a.m. May 22
— Dabreea Manchas, 24, Austintown, was cited for expired registration after her northbound vehicle on Youngstown Salem Road near West South Range Road was found to have an expired registration at 7:22 p.m. May 21.
— Michael Davis, 50, Columbiana, was cited for speeding after his eastbound vehicle on Salem Unity Road was observed traveling in excess of the speed limit at 5:38 p.m. May 21.
— Officers responded to the 13000 block of Main Street at 4:09 p.m. May 20 for a report of shooters without a backstop at the oil well north of his property. Officers advised dispatch that the call was in Smith Township's jurisdiction and officers assisted Smith Township officers as needed.
East Liverpool
— Officers were called to 1068 Bank St. on May 9 at 8:26 p.m. for a report of neighbors pouring an unknown substance on their dogs and disabling her digital camera. Officers did not find any substances in the backyard or on the dogs.
— Officers were dispatched to Harvey Avenue on May 9 at 2:33 p.m. for a report of a female lying on the ground. Officers arrived and spoke to the female who could barely talk. She had been running and officers believed she was having a heat stroke and called EMS who transported her to the hospital.
— Officers responded to a report of kids fighting at 302 W. 5th St. on May 9 at 3:58 p.m. The kids were advised to stay away from each other if they couldn't get along.
— On May 9 at 4:35 p.m. officers received a report of a female sitting in the middle of the train tracks on Mulberry Street. The caller said when a train went through on the other track she did not move. Officers arrived and found the female sitting on the tracks looking she had falling from the roadway down onto the tracks and moved to the middle of the tracks. The female refused to talk to the officers who advised her they would be forced to arrest her if she continued to walk away. She was taken into custody after she refused to stop and was cited for being intoxicated before an ambulance transported her to hospital for being suicidal.
— An officer observing a known drug location on May 9 at 12:09 p.m. observed a vehicle with a loud exhaust and conducted a traffic stop on Pennsylvania Avenue. The driver, Robert Wilkinson, 53, address not given, was taken into custody on an active warrant out of the U.S. Marshal's Office. The passenger Mark Foden, 45, address not given, was arrested for an active warrant out of the Columbiana County Sheriff's Office. First Class Towing impounded the vehicle.
— On May 9 at 9:14 a.m. an officer spoke with a female who wanted to report her brother missing. She said she had not heard from him since January. She also said no one in the area has heard from him after he got out of jail. A report was filed but not entered into LEADS as the male is incarcerated.
— Officers were called to 345 Ray St. on May 9 at 4:22 p.m. where a male juvenile was bit by a dog who resides at 349 Jackman St. The dog escaped the fenced in area of the yard. EMS checked the juvenile, and parents refused further treatment at hospital. The dog's owner was advised to quarantine the dog and obtain shot records from the county health commissioner.
— Officers were dispatched to the Bank Street playground on May 10 at 8:23 p.m. for a report of people fighting. Officers spoke with a group of juveniles who said they were play fighting and showed officers a video. There was no actual fighting going on.
— Officers were dispatched on May 10 at 8:23 p.m. to West 4th Street for a report of people fighting. Upon arrival, officers found nobody fighting.
— On May 10 at 9:33 p.m., a female called the police to make a report about her children's father. The female said her ex has been threatening to come fight the new guy she is talking to and everyone else in her home and she wants to seek a protection order.
Columbiana County Sheriff's Office
— A woman on Adams Road, Middleton Township, reported at 6:24 p.m. Tuesday that her live-in boyfriend of 28 years told her she had to move out. She was advised of the eviction process and told to contact an attorney.
— A caller at 4:15 p.m. Tuesday reported he had stored property at his father's house on Columbiana Waterford Road, Fairfield Township, his father died and his stepmom is refusing to allow him to get his stuff and telling him that everything at the property is going to auction. He was told it's a civil matter.
— A deputy was dispatched at 3:18 p.m. Tuesday to state Route 517 for a property damage report involving a neighbor. A woman advised the neighbor was on her property with a bucket and shovel in her garden. The neighbor had been trespassed from her property.
— A welfare check was requested at 12:37 p.m. Tuesday at Pleasant View Drive on a juvenile whom the mother had not been able to contact. The juvenile appeared to be in good health and happy. The caller was told to contact the courts for further information.
— A woman on Rochester Road, West Township, reported at 12:18 p.m. Tuesday that her neighbor's children were riding dirt bikes and 4-wheelers and making noise. She wanted a report on file.
— A deputy was called at 9:40 p.m. Monday to Taco Bell, state Route 45, Lisbon, where a male said he was threatened by another male who said he will pull a gun and shoot him. The other male then left the premises. The male who called the sheriff's office said he was told by the other male that he has firearms and he believes the threat is credible.
— A deputy was dispatched at 5:54 p.m. Monday to state Route 154 for a welfare check on a juvenile reportedly hit with a coat hanger as punishment. The juvenile's mother, who was the one who called, said there have been multiple incidents of this happening. The deputy examined the juvenile and observed no visible marks.
— An abandoned vehicle was reported at 1:44 a.m. Sunday on South Mahoning Avenue, Knox Township. A deputy was assisted by Smith Township Police and the Ohio State Highway Patrol in locating the owner, who came and got the vehicle, advising the vehicle was parked due to mechanical issues at the time.
